Welton: <a href=\"http:\/\/www.dedasys.com\/articles\/\">&#8220;Articles by David N. Welton&#8221;<\/a>. The one titled &#8220;<a href=\"http:\/\/www.dedasys.com\/articles\/scalable_systems.html\">Downwardly Scalable Programming Languages<\/a>&#8221; contains a quote to share.<\/p>\n<blockquote><p>&#8220;Good systems should be able to scale down as well as up. They should run on slower computers that don&#8217;t have as much memory or disk storage as the latest models.
